This document sets out the society's policy on parking and vehicles at Lister Drive Allotments. The document may contain site rules and guidance. Where the text forms part of the site rules this will be clearly stated.
At the Annual General Meeting held in September 2024, members approved changes to the constitution that authorise the committee to create a new Parking and Vehicles policy. We invited members to review our proposed policy and give us feedback between 13 April until 4 May 2025. We received feedback from 7 members and made a number of changes to the policy.
The new rules will come into effect from 1 June 2025.
We should consult with local residents.
The committee agreed that as the rules would only apply to the allotment site there was no need to consult more widely. However, we agreed it was important to remind members to be considerate of our neighbours when parking on public roads and updated the rules to make this clear.
Ensure that the speed limit is clearly signed.
We will order a 5mph speed limit sign to be install at both vehicle entrances.
Increase parking spaces by Plot 73/the bees and along Lister Drive.
We will check the available space but members may park in these spaces as long as they do not cause an obstruction.
Plot holders with blue badges should be able to park on the roads next to their plot
The committee considered but rejected this suggestion. This is because we need to ensure that roads do not become obstructed for the emergency services and other members. Members are able to park in any designated space or request conversion of part of their plot into a parking space if they have particular needs.
Loading and uploading
We were asked how long someone could be loading/unloading and what it meant. We have clarified that you should be actively moving items between your plot and vehicle and only for the minimum time needed.
Require people with existing spaces on allotment plots being used for parking to reapply
We were asked require an existing parking spaces on plots to be removed. We have rejected this request for 2 reasons. These are:
All existing spaces comply with the requirement to be "temporary in construction and be easily removed and converted back to productive ground."
When introducing new rules the committee aims to minimise changes that are retrospective as they could be used to unfairly target plot holders.
Restrictions in poor weather and responsibility for the maintenance of roads
Liverpool City Council are responsible for the maintenance of roads at Lister Drive. However, their budget is limited and as a committee we are expected to ensure that damage, wear and tear is kept to a minimum. We also want to reduce the risk of slips, trips and falls on damaged roadways and damage to vehicles.

Parking and Vehicles Policy - Draft Version 0.3 (11 May 2025)
Lister Drive Allotments is private land and access by vehicle is at the discretion of the management committee.
The committee may withdraw permission to bring a vehicle on site from an individual, or anyone associated with a plot temporarily or permanently where they are found to have not followed this policy.
This policy forms part of the Site Rules except where labelled guidance.
Members, guests and authorised contractors may bring vehicles on site when using their allotments, delivering/collecting goods or providing services, at their own risk.
hold a full (not provisional) driving licence issued by the DVLA (England, Scotland and Wales), the Driver & Vehicle Agency (Northern Ireland) or another recognised authority. hold valid motor insurance to drive on UK road
ensure any vehicle is properly maintained, serviced and holds a valid MOT (if applicable)
ensure they have read and understood the Parking and Vehicles Policy and follow any instructions or signs posted on site
The vehicle owner is solely responsible for their vehicle and its contents while at Lister Drive Allotments. Lister Drive Allotments Association is not liable for any damage, loss, or theft of any vehicle or its contents while on site. The driver is responsible for any injuries or accidents involving their vehicle while on site.
The site speed limit is 5mph.
Priority is given in descending order to pedestrians, cyclists and cars. This means cars must give way to pedestrians or cyclists. Vehicles may use the main paths highlighted on the site map at the bottom of this page.
Members and their guests may bring vehicles on site when using their allotments. There are four designated parking areas. These are:
One space in front of the office / next to the community hall.
Three spaces in front of plots 54 - 55
Spaces next to plot 73 and the bees hives.
Spaces parallel to the Lister Drive main pathway.
During evening events parking is restricted to the space near to the community hall and office.
Vehicles must not be left overnight without prior written permission from the committee.
Please be considerate of our neighbours when parking on public roads. Never block driveways or park in a way that blocks other vehicles.
There are EV charging stations on some lamp posts which can be used to charge EV vehicles. Please avoid parking next to these chargers when you are not using them.
Where possible, members should use designated parking areas when loading or unloading, however, you may park next or near to your plot on the designated roads when actively loading or unloading when necessary. You must move your vehicle as soon as you have finished and remain near your vehicle so that you can move it to provide access to other members or emergency services.
Loading and unloading means you are in the process of actively taking items from your vehicle to your plot, or from your plot to your vehicle. You will be expected to gather all items ready to load into your vehicle before parking next to your plot. This is to minimise the amount of time roads are blocked.
The committee may agree upon request to designate parking space to an individual who has particular needs because of a health condition or disability.
A designated space is issued to an individual and cannot be transferred to another person. It may be agreed on a permanent or temporary basis depending on the individual’s needs. As parking is limited, a designated space will only be granted in exceptional circumstances where the use of general parking does not meet an individuals’ needs.
A designated space will be as close as possible to the individual’s plot however we cannot guarantee that it will be adjacent to the plot. Signage will be installed at the earliest opportunity when a designated space has been allocated.

To ensure access to all members and the emergency services, all vehicles are required to use designated parking spaces, including those with a blue badge. A blue badge does not entitle you to park on the main roads through the site and permission will not be granted to use this space as a designated parking space.
Allotment plots should be used for the cultivation of crops and permission to convert part of a plot for parking will generally be refused unless required because of an individual's particular needs. Plot holders will be responsible, including for any costs, for the conversion and restoration of a plot to a parking space.
Members must apply for permission before undertaking any work and agreement must be given in writing (see Structures policy). Any parking space must be temporary in construction (no concrete, cement or mortar) and be easily removed and converted back to productive ground.
Plots with parking spaces created before 1 June 2025 may be retained.
The committee may where necessary restrict access to vehicles - for example during periods of wet weather, deliveries or maintenance and inspections. Where possible the committee will provide notice.
